I’m not so sure that I would posit that the United States is the “new Byzantium,” but many other aspects of the Medieval analogy seem apt. Indeed, as far back as 1977, Hedley Bull suggested in The Anarchical Society that neo-medievalism was a possible scenario for the international system. More recently in 1999 in Legal Rules and International Society, I drew upon Bull’s discussion and argued that trends in the late 20th Century pointed to the emergence of a neo-medieval system. I continue to believe that current developments continue to suggest that the world is moving in that direction.
