Joyner’s new book, International Law and the Proliferation of Weapons of Mass Destruction. Part of the Program on Nonproliferation Law and Policy. Mr. Leonard Spector, Esq., Deputy Director, James Martin Center for Nonproliferation Studies, Dr. Michael Wheeler, then Director, Defense Threat Reduction Agency Advanced Systems and Concepts Office, and yours truly. The panel was introduced by Dr. Catherine Lotrionte, Associate Director of the Institute for International Law and Politics.
