		<description>It&#039;s a nice memo.  Like the ethics code Executive Order Obama signed a month ago, and then issued several exceptions to when nominating former lobbyists.

The real question is whether the President will actually follow the procedures he&#039;s put forth in this memo.  Especially when the memo itself has some squishy terms &quot;timely steps&quot; (define timely), &quot;whenever practicable&quot; (define practicable), &quot;will strive to avoid&quot; (who&#039;s judging whether he&#039;s actually avoiding?), &quot;I will announce in signing statements that I will construe a statutory provision in a manner that avoids a constitutional problem only if that construction is a legitimate one&quot; (define legitimate construction).

Oh yeah, and the whole disclaimer at the bottom.</description>
